is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

claims iran may be financing attacks by the taliban against u.s. interests in afghanistan. according to the sunday times in london, taliban militants are getting paid thousands to carry out these attacks. nbc's tom aspell is in kabul with the latest. tom with a good day to you, what can you tell us? >> well, the british sunday times says one of its reporters has met with a taliban treasurer from wardak province west of kabul who makes regular trips into kabul to go to five iranian construction companies which then give him cash to carry back to the shadowed governor of wardak province, who distributes the money to taliban fighters. they each get paid about $200 a month and are given a bonus of a thousand dollars if they kill an american and $6,000 if they destroy an armored vehicle belonging to the americans. now the "sunday times" says these companies have been in existence about six months, take money from foreign donors, for reconstruction projects, send the profits back to tehran by the banking system and return some of the money to kabul to be distributed to the taliban treasure

. bill karins tracking this storm very closely for us and how does it look right snow. >> the storm weakened from a category 4 to a 3. looks like we're going through another burst of intensification. you can see it right there. a clearing of an eye and that is usually the storm is tightening itself up and the winds will increase slightly during the day today. warm water out ahead of it and we do not expect much more weakening by the time it gets out towards north carolina. the hurricane hunter aircraft is just on its way in. now the next storm, the next hurricane hunter aircraft will be in there probably another three hours from now. until then we'll have to look and get estimates on the satellite of how strong earl is. the wind field 125 mi-mile-per-r winds. as we go into friday, our computer models, we have been watching these closely. when you see the pink line to the right, that would be a hard-glancing blow. the line all the way to the left in the blue would be huge problems. we'll end up with something in the middle and that's what the hurricane forecast is as of now. cat 3 to

channel meteorologist scott williams joins us now live in the studio. good morning to you, scott. another storm? >> absolutely, veronica. this is the eighth named storm of the 2010 season and its name is hermine. it could bring some problems along the texas coast. right now, as we take a look at the slaert perspective you can see the deep convection right now in the southern gulf of mexico. that will bring heavy rainfall, flash flooding as we move into the lone star state. not only for your labor day but as we move through the middle part of the week as well. you can see the rain bands continuing to come in around corpus christi and eventually into houston. not everything you see making it to the ground. as we expand the view across the nation here on this labor day, a few light sprinkles around the great lakes and also into the northern plains. as we move into florida looking for some scattered showers and some thunderstorms for today. so over the next 48 hours, look at the heavy rainfall. that bull's-eye in south texas upwards of 10 inches before all is said and done with this tropical

channel's mike seidel joins us from myrtle beach in south carolina. man, we're all wet. you're dry, but we're soaking wet. how long is this thing going to stick around on the coast? >> reporter: it's going to be about another day or so before it completely clears the northeast coast, chuck and savannah. down here in north myrtle beach, 117 golf courses and a lot of golfers waiting to get back out after a very rainy period. let me show you some of the pictures from yesterday. wilmington, north carolina, has now set three, four, and five-day rainfall records, even wetter than hurricane floyd. they've had upwards of 21 inches of rain since sunday. so a lot of flash flooding there. we also have a tornado watch now, which covers eastern north carolina, all the way up towards d.c. and baltimore. that includes where you are in d.c., until 1:00 this afternoon. there could be some small tornadoes. but you get a sense of all the flooding from the rainfall. these low-lying areas tend to break pretty quickly. so if you get away from the rain, it goes away. we have what's left of nicole, a lot of tropi
